I guess there are many factors that contribute to the consistent poverty in the Philippines. One obvious reason is the weather. Every year the Philippines is stricken with destructive typhoons which destroy precious crops, that's a big blow to the economy considering it happens every year. The Philippines is the only country in South East Asia which is directly hit by Typhoons, look at the world map and you will see where the Philippines is located. The weather in the Philippines is wet and humid and people naturally tend to be lazy during the day because let's face it it is very hard to work when it is hot and humid. So let's not totally blame the simple Juan. When simple Juan works in a country where the weather is consistent he thrives. Take for example Middle East, North america etc all these countries have consisten weather.

I guess the second big factor that contributes to the poverty is the country is an Island nation. Filipinos are separated by Islands therefore the different dialects, it's very uncomfortable when you are both Filipinos but you speak different tongues, and there is the tendency to mistrust each other, eventually both leave the room hating each other. A house that is divided cannot stand. Well there you have it, in the very first place the Philippines is already divided geographically.
